Handle quoted file names in filenotify.el

* lisp/filenotify.el (file-notify-add-watch): Do not save
quoted file names in `file-notify-descriptors'.

* test/lisp/files-tests.el
(files-file-name-non-special-notify-handlers): Do not expect
to fail.
